I can’t imagine why anyone things it is a big deal for 4-7 year olds to do PE in their underwear. What possible harm? When we were kids children this age were often allowed to play in their underpants in wadding pools in parks or at the beach; lots of people didn’t really’ have money for special swimwear. I doubt if pedophiles [a concern expressed early in this thread] are any more entranced by kids in underwear than in shorts or bathing suits. Big deal. Most elementary schools don’t have locker rooms or other adequate space for kids to change clothes — and certainly don’t have showers. PE in the underwear seems perfectly sensible. k
